First, most nations don't define GEOINT, nor do they apply GEOINT the same ways. This can cause extreme frustration for planned and current operations. While combat operations tend to surge classified GEOINT force multipliers to the battlespace, humanitarian/peace operations tend to demand unclassified collection and production. This can cause severe decision making distractions and lack of complete situational awareness.
